About SALGA

The South African Local Government Association (SALGA) is a public entity established under the Organized Local Government Act (Act 52 of 1997). SALGA’s primary mandate is to assist in transforming local government in South Africa, aligning with the Public Finance Management Act (PFMA) as a Schedule 3A public entity.

Key objectives include:

  • Representing and protecting local government interests.
  • Transforming municipalities to fulfill their developmental roles.
  • Strengthening the role and status of municipalities.
  • Ensuring full participation of women in local government.
  • Serving as the National Employers’ Association for municipal members.

Why DAITA?

DAITA was selected for its expertise in digital transformation and innovative technology solutions tailored to government and municipal needs. DAITA’s experience in automation, data analytics, and secure system development ensured the creation of an effective and scalable HRM&D Profiling Tool. By leveraging cutting-edge technology, DAITA enabled SALGA to improve municipal HR practices, enhance governance, and streamline service delivery.

The Need for Automation

SALGA developed the HRM&D Blueprint to improve human capital management in municipalities, addressing challenges identified in assessments like the Local Government Turnaround Strategy (LGTS), HR Status Quo Survey, and Auditor General audits.

Key issues included

  • High incidence of irregular or inappropriate appointments.
  • Low HR and financial capacity.
  • Poor skills development programs.
  • High turnover and vacancy rates.
  • Ineffective performance management and leadership.
  • Lack of intergovernmental support and oversight.
  • Absence of a centralized information repository.
  • Weak policy frameworks for skills development.
  • Adverse audit findings.

To assess HR maturity levels in municipalities, SALGA conducted a Municipal Human Capital Development Capability Maturity Profiling. The results highlighted a need for automation to streamline data collection, analysis, and reporting.

DAITA developed an automated HRM&D Profiling Tool to digitize SALGA’s HRM&D Value Chain and Maturity Model.

This cloud-based system enhances the efficiency and accuracy of assessments while reducing reliance on manual processes.
